No.  I made it up, much earlier, in the Ape Month storyline that started
in Limp-Asparagus Lad #56.  I had some De-evolutionaries use rays guns
to devolve their victims.  Mutants were turned into humans and humans
were turned into australopithecines.  I made up the detail that normally
Pulls-Paper-Out-Of-Hats Lad has 6 fingers on his hands, but had lost
the extra thumbs along with his powers when he got zapped.
