HCC: High Concept Challenge #35: RUINED FOREVER!

     This time I'll claim it was the late hour that made me forget the
deadline (as opposed to all the other times I've forgotten it).  Let's go
with February 22, I'll post the ballot before going to bed (so probably
around 2 AM CST on the 23rd).  I'll adjust that if it turns out I'll be out
of town that weekend.
