META: Brief newsgroup outage

I upgraded the system that does moderation processing for the newsgroup
this afternoon around 15:00 (PDT -0700) and posts to the newsgroup have
been broken since them because I missed a software package.  This should
now be fixed, but posts between then and now were probably lost.  Please
send them again, and I'm sorry about the problem.
