Assuming for the moment that we're keeping mode-switching servers, is
everyone now happy with the 25-pre4 wording for MODE READER?

*IF* we do decide to drop mode-switching (and please let's discuss this in
the other thread, not here), then I will replace the last two paragraphs
with the single line:

    The MODE READER command has no effect on the state of the server.

and move the whole command to the "deprecated commands" section.
