ietf-nntp IHAVE response codes

I had actually started work on a new draft in early June. Then, I contracted
food poisoning and was out for three weeks. I am still digging out from the hole
created by that, so I am targeting August to restart the work on the next draft.

Whatever changes in the text have been put forward and consensus has been
reached (or I will ask folks about it and see if consensus has been reached)
will be in that next draft.

If the changes suggested just involved spelling fixes or indentation changes
(for readability), I will be happy to incorporate those that are available by
the end of this month in the next draft.
