Rationale for the poll and WG Chair's power [was Re: ietf-nntp Mime-Version: 1.0]

Questions about the WG chair's power are not mine to answer. Direct that to the
application area directors. Their email addresses are paf at cisco.com and
ned.freed at mrochek.com. To the best of my knowledge, I am operating within the
normal operating parameters in which a WG
chair operates.

Questions about the rationale are pretty easy to answer. The poll was designed
to work in such a manner as to get a quick sample of opinion from both those on
the list and those at IETF 52. I wanted to get that information in a fixed
period of time. 

This poll was identical in format to the one done back in March during IETF 50.
I expect to run another at IETF 53.
