Presumably because the WG Chair said so.   (nyah nyah nyah).
Accept the rules, or get them changed.  Asking questions to which you
already know the answer does seem a little odd.

Y'know, this WG almost needs an entrace exam with one question - "Have you
written a substantial portion of a news server/client?".  If not, then boom.
All, IMO, of course.
