ietf-nntp OVER and HDR parameter comments

Hmmmmm! It would be useful to mention it as one of the responses in
10.6.1.1, even though it is a generic response.

Perhaps there should be a policy that generic responses are to be included
amongst the particular responses for the command in all cases where there
is a specific and identified reason for returning them, as in this case
(i.e. it is not really a generic reason).
