A space station with a giant window overlooking the Earth - which has giant 
"TEMPORAL QUARANTINE" ribbons wrapping around it!

On one side of the viewing room stand Catalyst Lass, Cheesecake-Eater Lad and 
Fearless Leader, in passionate poses with concerned expressions. Bad Judgment 
Boy is there, in a suit, a party hat, and a "HAPPY NEW YEAR" sash, holding a 
glass of champagne with a silly grin on his face.

On the other, stand several Very Serious-Looking world leaders, arms crossed, 
along with a Tyrannosaurus Rex holding a handkerchief and sneezing into it. In 
front of them stands a person in a bright green hazmat suit, with giant clocks 
on the chest, shoulders, and forehead, pointing sternly at the net.heroes.

CATALYST LASS: But Token Girl and Hell Catalyst will be left in the 1340s-- 
STRANDED in TIME!

TIME CDC: The risk is too great! From January 1st, 2020 to December 31st, 2029, 
Earth is under strict quarantine, lest all of time be infected - by the CHRONOVIRUS!
