META: RACCCon 2019! Where and when?

Okay, I suppose if we're going to have a RACCCon in 2019 we'd better start deciding
on a place and what week it will happen.  I've e-mailed both Rob and Scott because I 
figure it will be the three of us that will decide where it is.

As to when it is, I was thinking of maybe the Fourth of July week because I usually
take that week off, but any week at the end of June to the end of August I'd be fine
with.
