What about France?  Great at trading, not at settling.  The Injuns liked
the French the best, 'cause the French sold them guns.  And the French
were low-impact.  Outside Quebec, their settlements were just a bunch of
little forts.  England did that too, but that was just the Hudson Bay
Company in the Arctic.  But don't blow that stuff off.  The HBC 
eventually became about half of Canada, and France brought most of the
rest.
