LNH/META: LNH Wiki Status Changes for Power School and Psychovant the Duck

I see the LNH Wiki is working again, at least for now.  So I made a 
couple of edits about character availability.

*  Power School is no longer Reserved, but instead Usable With 
Permission.  They might tag along with Legion of Net.High School sometime.

*  Psychovant is no longer Usable with Permission, but instead Not 
Reserved.  I'll still be using him, but there's no reason other people 
can't use him also.  He's basically the property of the Omniverse at 
this point.
