Well, they were straight-up torturing and mind-wiping people the last time we saw them in Medley # 18. (And yes, the Donald mentioned in passing here is the same Donald as in that story.) Certainly they're doing the things they're doing for a /reason/, but they're still very much the bad guys in this equation.
