Well, for the moment I'll just call it Web.Surf.City...

I suppose whoever writes the first appearance of this new West Coast 
BoNV can decide where they're based....

Saxon did some cool things with the character in the LA-Lad issue with 
the Union of Useless... but right now I'll keep him on the team because 
he keeps both teams with the same number of villains.

Also I replaced Chuggernaut with Lucky Chain Letter Lucy since there 
aren't very many females in the Brotherhood...
