My brain-that-currently-has-the-consistency-of-sludge is 
having trouble thinking of the short-and-pithy summary.  
  Looking at the LNH FAQ it seems 
that 'Reserved but usable with permission' is the closet 
fit to what I have in mind.  (Although to be fair my 
allowance for what would constitute a 'cameo appearnce' 
may be a littlke broad: an issue long appearance as a 
background character in a team-up, as well as a speaking 
appearance where the character is feeding straight lines 
for some other character.  By contrast, a significant 
appearance would involve having a part to play in a story 
where the character could legitimately be billed as 'guest 
starring'.  But I digress.)
  
With that in mind, almost everybody you list is Reserved 
but usable with permission. 
  
The exception for tighter control is Chinese Guy, who is 
currently Reserved (tied up in a story line: technically 
Dead, but awaiting resurrection and then rescue from being 
a minion of Flipseid at some point in the future).
 
The exceptions for looser control of Not Reserved would be those 
characters who I have no current plot ideas (even 'biding time' 
ideas): Lipid-Artery Lad, the Earth-B Limp-Asparagus Las (they 
both probably went back to her own Earths at some point, 
although I could be wrong about that), and Subplot Lad.
