Not entirely.  Blackbird's power usually manifests as a black fog-like 
cloud; this time it manifested as "black snow flakes".  So while yes, it 
was metaphorical, it did actually look like a blizzard to onlookers.  
(Except for being black.)

Hope it makes a little more sense this way :-P
