I think most people wait till the last second to send in their
nominations.  Then of course there are the people who wait
for the two day grace period.  And there's the faction that
waits for the grace period after the two day grace period.

And of course there's the people who wait for the grace period
that comes after the first twelve grace periods.

If you keep giving grace periods, one after the other, you might
be able to snag maybe fifteen or even twenty nominations by
February 2006.
