[NNTP] FYI about nnsp 433 port update

Hi all,

As the well-known 433 port IANA registry entry is not obvious, it will soon be updated.

An IESG Management Item will be added to these ports (the assignees are indeed no longer reachable).
It is planned that port 433 will be named "Network News Streaming Protocol (NNTP for transit servers)".

A reference to RFC 3977 will also be added to ports 119 and 433.
And RFC 4642 (TLS with NNTP) to port 563.
