[NNTP] Compressed LIST (and other commands) answers

A few usenet providers already do compressed list output.  If only we had their documentation, we might have some real-world justification to go on.  As things stand, both GigaNews and AstraWeb support it using different methods: GigaNews uses a capability and AstraWeb overloads the xover command with a compressed xzver alternative.
