Honestly, I think this a solution looking for a problem.  LIST ACTIVE is, at most, a couple of meg in size.  It could _possibly_ be useful in pulling down very large OVER subsets, but I'd submit that the additional complexity and cpu usage on both server and client side to implement it is not worth the reduction in size of the datasets involved.
