Yes and no.  Anything after an OK, NO, or BAD response is free text 
unless it appears within "[...]" in which case its a special response 
code.  AFAIK, the original spec talked about response codes, but the 
[CAPABILITY] response code was added well after the fact, thus allowing 
capabilties to appear in a previously all free text banner.
