One sometimes sees a flat group namespace (no '.' anywhere) used in
non-Usenet applications, usually with only a small number of groups.
One can't rely on '.' in a group name for disambiguation.

This (as Russ also said) seems simplest from a compatibility
perspective. But it's logically broken in that you don't know what
the valid range is until you actually enter the group.
