If we want to make it mandatory, the VERSION 2 or READER capabilities
can certainly encompass that.

This is fine by me especially if we make LISTGROUP mandatory.
If we don't make it mandatory and leave it as a separate capability,
perhaps we add an optional RANGE parameter to the LISTGROUP capability
to advertise this.
