[NNTP] Working group last call

Consider the last call amended to apply to these documents, and I'm sorry
for not having realized / remembered they'd not been released as I-Ds
yet.  We're in a blackout window around an IETF meeting at the moment when
it comes to publishing new drafts, but I think that's okay for a working
group last call.  We can push out the I-Ds for the IETF Last Call.
