[NNTP] 64-bit article counter extension strawman

There seems to be a general agreement that a limit is wanted for 
practical reasons.  Is this correct?  If that is the case, would 
changing the exiting wording to replace the 10 character/ 32 bit number 
with 20 character 64 bit numbers be acceptable?  Maybe placing a short 
warning that some clients may not handle numbers larger than 31 bit?
