Indeed. Many servers implement commands like HELP and SLAVE, and I am sure
no harm would arise if these were sent before MODE READER. Even LIST
ACTIVE would not break anything. Essentially, what you mean is that state
changing commands MUST NOT be sent first.

     The client MUST NOT issue MODE READER after any other command except
     those which make no change to the state, such as CAPABILITIES,
     has been used in the session.
