No, that is not right. We say somewhere that you MAY provide IHAVE when in
READER mode (though its detailed bahaviour may be slightly different).

Ditto.
OK, in actual practice, I currently use IHAVE in READER mode, but only
because I am not authorized for TRANSIT mode (i.e. I start off in NNRPD).
But I don't see why it should not be possible to get into that same state
(even though one might have the necessary authority) by issuing MODE
READER.
