[NNTP] Format of message-ids

The current NNTP syntax - which is definitive - says:

  message-id = "<" 1*248A-NOTGT ">"
  A-NOTGT    = %x21-3D / %x3F-7E  ; exclude ">"

I see no reason to change it.
