Yes, it was added eight years ago and went through at least three internal
last calls, multiple public postings to news.software.nntp including one
with complete text, two complete IETF-wide last calls, and an IESG review.

We are not now in the same phase of this process that we were when the
limit was added.

64-bit *clients* are compliant with the existing wording.
