I don't like the idea of making NEWNEWS optional.

I do like the idea of introducing a NEWNEWS capability (because we _know_
some servers won't implement it, optional or not).

Is there some way we can both have this cake and eat it? For example,
could we say "The NEWNEWS command SHOULD be provided"?
