Yes. Many deployed transit servers implement some subset of reader
commands. The fact that there's no way to tell what subset is
completely irrelevent, because these commands are used only within the
context of a single site or cluster and interoperability is never a
concern.

If the spec says "MUST NOT implement any other commands" it will be
ignored. period.
