[NNTP] [2510] Rename LIST OVERVIEW.FMT?

Issue: should LIST OVERVIEW.FMT be renamed as something else?

Well, we could remove some of the warts. But I agree that it's perhaps less
compelling than renaming LIST HEADERS.
