[NNTP] LIST EXTENSIONS (again)

Extracting this one point - I'm very happy with a new command, and
CAPABILITY is just as good as STATUS as far as I'm concerned.

I'm not clear, though: is the intent to use this only for core
capabilities, or is it going to list extensions as well, thus replacing
LIST EXTENSIONS?
