[ietf-nntp] unsubscribing users too aggressively

Greetings... I have made the adjustments that have been suggested.

The bounce rate is now set to 10.0 and the filter is now set to not permit
postings with anything that has a body part called
"application/octet-stream" and I also upgraded mailman to 2.1.5.

I will also try to deal with the held messages backlog. There are around
2000 messages there for this list. I will also say that this list (of all
the lists I handle) is the WAY MORE active than anything else I host. So, it
is constantly processing posts. This is the reason that Russ is having a
hard time getting in to  look at the queue. As the site administrator, even
I can't get the administrative option page to load. I had to use the command
line utility to reset the options here.
