I wouldn't say that.  Maybe "little deployment" though.

INN 2.4 has been out for a year, and I know of ISPs that are already
running it.  I'm running it.  It's not the default with some distributions
yet, but I expect that the number of people running INN 2.4 is increasing
pretty steadily.
