It's different to my proposal but reaches the same end. Specific action
would have to be taken by anyone counting CRLF as one byte, and cluster
operators would also need to add in a fudge factor. Oh, an implementation
that always returned 9999999999999999 would conform to your specification.
My proposal gives both of the above cases enough fudge without allowing
them that rope.
