I argued for it mainly because of the inconsistency with the client not
being required to ask for the information at all.  

When it comes to widely available, widely used, 'non-sensitive'
extensions that are normally either available or not (i.e. [X]OVER &
[X]HDR), whether to cache LIST EXTENSIONS (or arguably even whether to
send it at all) should be a matter for newsreader authors and users
IMHO.

No.  But if we go down that route, I'd be happier with SHOULD send and
SHOULD NOT cache (and perhaps MUST NOT cache security extensions).
