How can you tell which form of IHAVE you are using? Should you be able to
discover this from LIST EXTENSIONS, or should there be some different
response code?

Note that, for usual purposes, it is convenient for a client that is
actually a newsserver in its own right to be able to use IHAVE without
knowing or caring which it is - just that sometimes it might like to know
for some special reason.
