the main objection is that you're adding yet another round-trip to
all client connections - and the overwhelming majority of cases don't
involve virtual servers (unlike on the web).

Note also that the server has to send the banner _before_ it would
know what the client is trying to connect to (unlike HTTP where the
client sends first). So there's no way to make that depend on the
desired host, and the banner normally contains the server name (albeit
only as free text, not as a parameter).
