Companies usually don't want to mix their internal
or restricted-use news groups with e.g. usenet news.
When the same service has both restricted and non-
restricted news groups there is a risk that restricted
material would end up somewhere it shouldn't.

As a service provider, I'd like to get the most bang
for my buck, i.e. not having need to invest into
two different services when I could do the job just
by having one big enough system. If I want to be
able to sell virtual news service I will need
at least two separate systems, maybe more, just
because the customers most likely have requirements
for this server to have these groups and that server
to have those groups, and those groups are required
to be kept strictly inside their own sandbox.

I see virtual news servers very much alike virtual
web servers although the customer potential for
virtual news servers is a lot smaller than for
virtual web servers. At least for now.
