The Bytes field in OVER should be calculated from the whole article,
though it is _not_ required that the response to an ARTICLE command
contain exactly that number of octets.
The Lines field should be calculated from the article body only
(headers excluded).

It's a command in established use, there is no reason to break
compatibility.
(About 1% of the group accesses that I see are "LISTGROUP group.name"
(and about 2% are NEWNEWS). I have no stats on the use of LISTGROUP
without parameters after doing "GROUP group.name".)
