Looking through some old notes, this should be:

!   by a list of article numbers, one per line. The list MUST be in
!   numerical order and contains precisely those articles that
!   exist in the group. If the group is empty the 211 response will be
!   immediately followed by the terminating dot.

to make it clear that the list tells you which articles are available.

and why RFC 1939 ? That's POP3, and I don't see the connection.
