I did have, though I can't find it.  What I do have, and which I've placed
at <http://www.davros.org/nntp-texts/reorder.txt> is a rewrite of the
relevant parts of draft 12 (*twelve*).

Basically the new ordering is as follows. Except at the start, all sections
remain unchanged, just with new numbers.
