ietf-nntp IHAVE and POST (was Concerning Streaming)

IHAVE is a server->server interaction whereas POST is not (suposed to
be). POST is also typically driven by a real end-user whereas IHAVE is
not. Typically, an end-user will stop to see if the POST succeeds. A
server probably won't do that, but I guess it could. Anyway, more
discussion is welcome.
