Hmmm! Is it considered OK for injectors to be altering or creating
Distribution headers without explicit consent from the poster? That would
be contrary to the duties of an injecting agent as laid down in Usefor.

Do you think that behaviour should be allowed? If so, I will bring it up
on the Usefor list.
