ietf-nntp NNTP and 16-bit charsets

There was a plan to do this prior to my getting ill. As stated in another
response, I will be starting the draft up in August and releasing it (if
everything stays on schedule) just after this IETF.

There is no NNTP meeting planned for the London IETF.
