I've realized that my arguments against allowing space are bogus, since I
was looking at the wrong bit of the draft.

Based on existing practice, I think that we want to say:

  The format of this file includes three
  fields separated by one or more spaces or US-ASCII TAB characters;
  the last field may also contain space or tab.
  The first field is the name of the newsgroup. The
  second is the time when this group was created on this news
  server measured in seconds since the start of January 1, 1970.
  The third is the email address of the entity that created the
  newsgroup, and must be a "mailbox" as defined by RFC-2822 (but
  ignoring the "obsolete" syntax).

Note that various other places in the draft also need wording about how the
fields are delimited; search for "field" to see.
