I'm betting everyone copied INN.  (I wonder if INN copied reference NNTP
here too.)  The behavior in our current draft *does* make more sense,
though, so I'd be in favor of keeping it as a bug fix.  I can't see any
real drawbacks to doing that, although I suppose if there's a client that
assumes that a 423 response means that it's seen every article in the
group, it would then have problems.

I'm not aware of any... I personally only use it when debugging or
demonstrating the raw NNTP protocol to someone.
