ietf-nntp Single-group LIST NEWSGROUPS isn't efficient

Section 9.4.5 (LIST NEWSGROUPS) currently contains the clause:

    Specifying a single group is usually very efficient for the server

I'm not aware of any server for which this is true.  The same comment
applies to section 9.4.2 (LIST ACTIVE.TIMES).  The only place where that's
generally true is for LIST ACTIVE because the server probably has the
active file pre-hashed.  For the other newsgroup informational files, the
server generally has to parse the whole file since they're sufficiently
infrequently used to not warrant pre-hashing them and maintaining an
index.

I propose that clause simply be dropped from sections 9.4.2 and 9.4.5.
