Indeed. We argued about how accurately servers needed to keep their time,
and concluded it didn't matter (within reason), so long as they were
consistent. NNTP is only ever interested in whether a moment was later or
earlier than another one, and intelligent use of the DATE command was
sufficient to ensure that. I believe we agreed wording to clarify that.

I don't really care whether UTC is present, or not. The only argument for
adding it would be "political correctness", which is pretty low in my list
of priorities for doing things.
